Hahn Professor of Law, weighed in on the FDA’s approval of chloroquine and the process of extensive preclinical and clinical tests. “The guidelines are really not very specific,” Hoffma said. “Often you see, as we do here, there’s political pressure and desperation that gives the FDA very broad authority. It’s mostly a way to reassure people.”
