The Philadelphia Inquirer: Sharona Hoffman, the Edgar A. Hahn Professor of Law and co-director of the Law-Medicine Center, said that failing to consider vulnerable people is a violation of disability rights laws when it comes to the export of natural resources and the disasters that may occur in the process. “That is why we pay taxes,” she said. “You don’t want to be litigating over dead people, and nobody, in the midst of an emergency, is going to be thinking about that. You want to have the correct plans and to be reacting appropriately.”
