The Plain Dealer: Prosecutors are alleging that former Bedford Law Director Kenneth Schuman collected more than $1.6 million in taxpayer dollars and more in bribes. The legality of these funds may be difficult to discern, however, according to Robert Lawry, professor emeritus at the School of Law.
