cleveland.com (subscription required): Randi Leppla, director of the Environmental Law Clinic at the School of Law, weighed in on new proposed state legislation that would repeal a ratepayer-funded bailout of two coal plants, limit electric utilities’ ability to impose surcharges without full rate reviews and end a $20 million annual state subsidy for select solar projects. She called the legislation “a mixed bag.”
