ISIS – easy to explain, tough to defeat
Cleveland Jewish News: Michael Scharf, co-dean of the School of Law and director of the Frederick K. Cox International Law Center, recently gave a talk on the origins of ISIS, how the United States got involved and why the group will be difficult to defeat. “We have to have some kind of strategy beyond just attacking them from the sky. The ISIS situation will be the new precedent that people talk about when they talk about use of force and terrorism,” he said.
