Los Angeles Times: Uganda’s Joseph Kony along with other men from Africa are wanted by the International Criminal Court—and the court has only handled cases from Africa. Michael Scharf, director of the Frederick K. Cox International Law Center, said African countries have been more likely to become parties to the court in the first place.
