Signal Cleveland: Michael Benza, professor of practice at the School of Law, said new programs might help those with previous marijuana possession records because people charged with certain marijuana crimes won’t immediately benefit if Issue 2 passes at the ballot box on election day. “Anybody who is charged with simple possession with their own personal use is still violating the current law,” he said. “The way our system is set up is that the law that is applicable is the law that’s in effect the day of your offense.”
