JSO has track record of excessive force, including K-9 misuse, lawsuit says
Jacksonville Tributary: Michael Benza, senior instructor of law, criticized Jacksonville police officers for quickly siccing a K-9 on a man without assessing the threat, calling it an unnecessary escalation. Benza also noted prior excessive force cases could challenge qualified immunity. “What we’d have to know is, did [the officers] have reasons to believe that there was a need for the dog from the very beginning?” Benza said.
