Charges ‘unlikely’ for bystanders who failed to report rape say prosecutors

BBC News: Kevin McMunigal, professor of law, said that bystanders in most U.S. states are under no legal obligation to intervene or help unless they have a “specific duty” to do so, such as parents, teachers, caretakers or police officers. “In the vast majority of situations that come to public attention, the person has done something, or at least called 911,” he said.
