State transportation budget gives a Republican legislator a pay raise. Is that constitutional?

Brennan Professor Emeritus of Law, said the Ohio House’s pay raise for one of House Speaker Matt Huffman’s allies is “at least in tension” with constitutional rules barring mid-term salary changes. He noted the move “certainly looks shady” but may be difficult to challenge due to legal standing issues.
