cleveland.com: Jonathan Entin, the David L. Brennan Professor Emeritus of Law and adjunct professor of political science, discussed “home rule” for local government entities whose authority trump state law in regard to bidding contracts. “Those who believe that (Beachwood) has not acted lawfully by awarding a no-bid contract might have to go to court to get a definitive answer,” Entin said, adding that “local government cannot simply claim home rule authority whenever it chooses to do so. The devil is in the details.”
