Republican speakers struggle to keep the conference in line
Scripps News: Jonathan Adler, the Johan Verheij Memorial Professor of Law, discussed the rules governing the election of Speaker of the House, as the bitterly divided GOP tries to figure out its next move. “When you have a Congress that’s only divided by a few votes, it doesn’t work,” Adler said. “If you had a congressional majority of 300 members, this would look very different.”
