WEWSAyesha Bell Hardaway, associate professor of law and co-director of the Social Justice Institute, said that unlike a criminal trial, a grand jury’s decision does not have to be unanimous. “In terms of the deliberations, it has to be what I would say is a super majority. If there are 9 grand jurors sat, at least 7 of them have to vote in favor of indictment,” she said.
