Cleveland City Council admits its public comment rules are unconstitutional
Cleveland Scene: Andrew Geronimo, the director of the First Amendment Clinic at the School of Law, weighed in on Cleveland City Council’s public comment procedures, which the clinic deemed unconstitutional. “Our position is that much of that existing policy is unconstitutional as written,” he said. “As a First Amendment matter, the City Council in a limited public forum such as this can’t make what we call viewpoint-based decisions to determine who is allowed to speak and who is not.”
