Avidan Y. Cover, professor of law and director of the Institute for Global Security Law and Policy, wrote an op-ed prior to a vote on the U.S. Senate’s resolution disapproving a declaration of national emergency made by President Trump to support the proposed wall at the U.S.-Mexico border. Cover’s op-ed appealed directly to Ohio Republican Sen. Rob Portman, citing his past decisions and comments on executive power as well as the impact this vote could have.
Cover’s piece is titled “Sen. Portman, show your moral leadership by voting against President Trump’s emergency declaration and by more oversight of his travel ban.”

After the op-ed was published, the Senate voted to disapprove of the declaration.
