Blight scars Toledo as residents, officials decry the mounting mess

Fischer, co-director of the Center on Urban Poverty and Community Development, talked about population loss and the housing crisis in Cleveland and Toledo, comparing the conditions in the two cities. “These are very comparable to what we see in other neighborhoods that are facing this,” Fischer said. “I see the same kind of conditions in many of our neighborhoods in Cleveland and I have seen images of Detroit like this.”
