How should we police Cleveland?

Cleveland Magazine: Daniel Flannery, director of the Begun Center for Violence Prevention Research and Education, said there is likely more than one cause for the recent rise in violent crimes in Cleveland and nationally. But the pandemic created a series of cascading factors that contribute to violence, such as severing many people from the institutions and services that they needed and placing them in close quarters with guns readily available.
