Can galaxies form without Dark Matter?

Forbes: Stacy McGaugh, professor and chair of astronomy in the College of Arts and Sciences, weighed in on the ongoing debate over Dark Matter, noting that, in the absence of proof of the hypothesized matter, “you need new physics. Stronger effective gravity could do the trick. It might even make galaxies form faster.”
