State pushing, and paying, to keep juveniles out of prison
The Columbus Dispatch: Gabriella Celeste, policy director at the Schubert Center for Child Studies, commented on the benefit of providing alternative opportunities for juvenile offenders, rather than sending them to state prisons. She explained it helps to “deter deeper justice involvement for youth.”
