Chisholm Distinguished Research Scholar and professor of law, criticized an Ohio Supreme Court ruling that upheld new GOP restrictions on ballot drop boxes, requiring legal forms for third-party ballot submissions. Ellis said that the restrictions create barriers for disabled voters, leading many to feel disenfranchised. “Barriers silence voters,” he said.
