NPR: Jonathan Adler, the Johan Verheij Memorial Professor of Law, said that if the Affordable Care Act is to be changed or repealed, it will need to be done by Congress—not the Supreme Court. “The courts will police the enforcement of this law like it does every other large regulatory statute,” he said. “But if the fundamentals are going to be changed, Congress is going to have to pass legislation to do that.”
