Juvenile incarceration down, but officials want better numbers
The News Herald: Gabriella Celeste, director of Child Policy at the Schubert Center for Child Studies, weighed in on the need to decrease juvenile detention rates. “We need to move the system to what research tells us works for adolescents,” Celeste said. “Within three years of getting out of a detention facility, 50 percent of kids are re-offending.”
