Full ban on driver calls could be tough to enforce

Associated Press: The National Transportation Safety Board recommended all states impose total bans on cell phone use in cars—including hands-free technology. Law professor Lewis Katz said such a law would likely be challenged but would ultimately be deemed constitutional. “It seems to me that it doesn’t in any way infringe on any constitutional rights,” he said. “It’s a simple safety issue.”
